Yes, but only with explicit Land Dealings Approval Unit (LDAU) approval. Approvals are granted in single digits per year, to PRs with many years of residence and substantial economic contribution. There is no published right of appeal.
Who gets approved?
LDAU evaluates each application individually. Public guidance suggests these factors:
- Length of PR status (typically 5+ years; 10+ strengthens the case).
- Taxes paid to Singapore over residency.
- Local employment and investment generated.
- Children educated in Singapore schools.
- Family integration: spouse/children may also be PRs or SCs.
The application process
- Identify the target property and obtain seller's agreement (subject to LDAU approval).
- Submit application to LDAU via the property's solicitor.
- LDAU reviews; processing can take several months.
- If approved, complete the purchase; if rejected, no appeal — the seller is free to find another buyer.
Realistic odds
Press reports over the years suggest LDAU approvals number in the low single digits annually for GCB purchases specifically. Most PRs find it more practical to first become Singapore Citizens (a separate, multi-year process with its own criteria) before transacting.
