The HDB income ceiling for BTO applications is S$14,000 per month for families and S$21,000 per month for extended families as of 2026. Standard 2-Room Flexi BTO flats have a lower ceiling of S$7,000 for the Single Singapore Citizen Scheme. Income above the ceiling disqualifies the applicant from BTO — they must consider resale HDB or private property.

How HDB defines income

HDB uses gross monthly household income, which includes: fixed salary, monthly allowances, 1/12 of annual bonus, 1/12 of annual commission. Variable income components are averaged over the most recent 12 months.

Income is assessed at the point of HDB Flat Eligibility (HFE) letter application and again at key collection.

If household income rises above the ceiling between application and key collection, HDB may withdraw the BTO offer or convert it to a non-subsidised tier.

If your income exceeds the ceiling

  • Resale HDB flat: No income ceiling. Buyers above the BTO ceiling can buy resale HDB freely (subject to MOP rules of the seller).
  • Executive Condominium (EC): S$16,000 ceiling — applies for 2 years above this, then you're disqualified.
  • Private condominium: No income ceiling. Standard private financing rules apply.
