HDB flat owners can rent out individual rooms during their Minimum Occupation Period (MOP) provided they continue residing in the flat. Whole-flat rental is prohibited until MOP completes. Maximum 6 occupants per flat (including owners and tenants) for 4-room and larger flats; 4 occupants for 1-3 room flats. Rental income is taxable.

Whole-flat rental — only after MOP

After MOP completes, the owner may rent out the entire flat to approved tenants. Restrictions:

  • Maximum 6 occupants for 4+ room flats

  • Tourist short-term rental (Airbnb-style) prohibited under URA Short Term Accommodation rules
  • Owner must register the rental with HDB within 7 days
